Adan Pino: Concession Stability Is Key to Peru’s Mining Competitiveness

The president of proEXPLO 2026 warns that legal certainty directly influences investment decisions and investor interest in exploration.

Lima, April 1, 2026.- Peru must preserve and strengthen its competitiveness as a destination for mining exploration investment, said geologist Adán Pino, president of proEXPLO 2026, who highlighted that one of the country’s main strengths is its concession system, which is key to ensuring the legal certainty required by investors.

At the webinar “Road to proEXPLO 2026,” organized by the Geological and Geophysical Engineering Chapter of the Peruvian Engineers Association - Arequipa Regional Council, Pino emphasized that Peru also holds a significant comparative advantage over other countries in the region thanks to its mining cadastre system, which he described as “robust” and essential for providing certainty to foreign investors.

“For any investor, it is extremely important to have confidence that, if you are granted a concession, it will not be taken away at any moment and that there is legal protection against arbitrary decisions. In that regard, Peru has a very strong foundation built on its mining track record,” he stated.

His remarks come at a time when the Energy and Mines Committee of the Peruvian Congress has approved a draft bill proposing to reduce the period for declaring the expiration of inactive mining concessions from 30 to 15 years, an initiative that has raised concerns about its potential impact on investment stability.

However, he warned that these advantages alone are not sufficient to position the country among the leading destinations for exploration investment. He explained that Peru ranks 59th out of 86 mining jurisdictions globally, highlighting the need to implement structural improvements.

“Within a group of 86 mining jurisdictions, Peru is ranked 59th. So, there is something we need to do to improve our competitiveness,” he concluded.
